It's our job to have some people do stints as First Lady.
As FL/FG, your job is to pass buffs. You are able to do so by going to the capital or clicking your profile picture and hitting 165.
When you have someone waiting for a buff, the 165 will have a red exclamation point on it. when entering the buff screen, that same red exclamation mark will be on the buff/buffs that have people waiting. Some FLs switch buffs every 5 minutes, and some do it every 10 minutes.
You will have times where the exclamation does not show up. Don't worry. Most people will give you a heads up that they applied. Just go in and switch it.
Some people will ask to be "appointed". This can be done by having the buff reset complete (5 minutes after buff is given). You'll see a blue button that says appoint. Copy the player name that needs the buff, open appoint, hit paste, and search. Click that person and hit apply.
