I found a thread on Reddit related to how Secretary of Interior buff works. Previously, it had been assigned to the previous First Lady for a long stretch of time. This was a perk of the job of First Lady. This is completely wrong.

The benefit of Secretary of Interior happens at resource collection, world map resource collection, and Rapid Production collection. It can be passed to the next player immediately after collection.

A way to use this to the fullest benefit is:

1. Stack as many world map loot collection resources as possible.
2. Get base resources collections to max (they turn yellow).
3. Wait for Rapid Production to refresh.
4. Get Secretary of Interior from the First Lady, and then collect all the above resources.
